Nothing like that is needed if you think about for a few seconds.

Cause and Effect still works with two timestreams.

First the spell is cast in TS1 then the 1k teleports leave for TS2 wehere they impact the TS2 at different points in ITS time.
The teleports find targets and send back home towards TS1 where they all enter time stream at mostly different times.

Only the people arriving while the ritual was happening had a teleport beacon to home in on, the rest landed in semi random places.

But someone arriving two weaks bevore or even 50k years do not break causality.

As the second the spell jumped into another TS, cause and effect became somewhat more flexible.
