A long time for reply.
The Goblin Shaman understood that Mrrsha had picked up some fire from the frozen, sleeping Erin. When that was accidently extinguished, the Shaman went to Sleeping Erin and drew more fire from Erin. It was fire of Hope. It extinguished everyone’s, including Bird’s, rage, as the Shaman shared it to all in the Garden. And the readers shed tears of hope and empathy for all of the ones standing vigil in the Garden. Bird sank down and sat. Numbtongue rose out of his depression and started to eat. Olesm calmed down and sat in the Garden with Bird.
They all wanted to help Bird recover or rebuild the Feather collection.

As well as priority to creating a cure for Erin (incentive like “whoever creates the cure has their fairy flower cut reduced from 10% to 1%)

And fair market price for Saliss

Cire is supposed to look like 15-16 years old as a drake. Saliss knows her real age, so her hitting on a drake that would be younger than Cire would definitely put her in pedo territory.

We already know he objects to the Chandrar Alchemist master/apprentice relationships. A Named Rank adventurer using her status to prey on young (but apparently legal) teens would seem bad enough, going younger would easily violate some sensibilities.

Venaz, Peki, and Merrik have nothing they can really do in Oteslia. Wil has enough money, but if something occurred, they would be able to leave the Meeting and go back to Oteslia quickly.

Feshi, once she gets to the Meeting, is basically stuck there. Her tribe isn’t going to let her go off, and she might also be limited on what information she could obtain while she is stuck there. Better to have her freedom and be a bit late to the Meeting, than possibly get stuck when she is needed elsewhere.

She would also probably have much better access throughout Oteslia than any of the others. She’s essentially a very famous “local” now, so people would be much more likely to help and provide her with things than they would any of the other strategists.

Dragons are supposed to be “adults” at around age 200. If they “mature” 10x as slow as humans, that would make them about 20 years old, which is fine.

The problem is this: Cire is currently 93 years old. Mivifa is 44. Mivifa started hanging out with Cire when she was 11 – making him 60 – and they were in a sexual relationship when she was in her 20’s (possibly started earlier than that, too). This means that “puberty” for Cire started for when he was in his late 60’s or early 70’s, at maximum, assuming Mivifa was the first person he was with.

Assuming the 10x slower maturity rate, this would mean he’s hitting puberty at the equivalent of 7 years old, or earlier.

We also know that young dragons take very long naps, often years at a time. So, realistically, he would probably be even “younger” than that.

Yet, despite entering puberty that “young,” it takes longer for them to mature into an “adult” than it does to enter puberty. When you account for the sleeping time, it probably takes double the length after puberty, at the very least, for them to finish maturing.

This is pretty much opposite of any other creature. For many things, sexual maturity is the point at which they are considered “adult.” For the creatures that aren’t quite at the point of being an adult at the age of sexual maturity, it should still take less time for them to finish developing than it did to reach that point.

As well, it becomes hard to reconcile someone being that immature for that length of time, under normal circumstances. When we look at how half-elves are described, for example, much of their immaturity comes because half-elven villages don’t change much at all. They are stagnant, so the opportunities to grow and mature take longer. This makes sense.

In both Rafaema and Cire’s cases, though, they are out in a world that is changing all the time. Their naps and age prior to puberty would affect things, sure. But they would still be experiencing all those years while awake just as much as everyone else. They should actually mature faster, mentally, than dragons of old, since they are being raised in a changing world by beings of shorter lifespans.

It would make far more sense, given their ages, if dragons were considered adults at around 100 years old, rather than 200. Rafaema would be like a person who had grown up very sheltered all her life, without the gravitas of someone who has seen what the world throws at you – but she would still be an “adult” for all intents and purposes. Ready to start managing her own affairs now rather than in another 70-80 years. She would be just like a person that finished college at 22-23 years old, still not quite sure what they want to do with their life, and having to truly start being an adult for the first time.

Cire would be a late-bloomer, or perhaps like a rich frat bro at college for the first time – very sheltered, but always given whatever he wanted, so he’s never really “grown up” to match his current age. He’s still more interested in partying and getting laid and enjoying his “youth” instead of having to worry about a job or a house or anything like that. But, as soon as he gets passed that – once life finally throws a brick in his face – he’s ripe for rapidly maturing.

Minor correction:

Cire does know that people age, and die, but his lack of mental maturity makes him refuse to face that truth. When he was confronted with it previously, decades ago, it broke him mentally for years.

That was when it was decided by the powers that be that it was a better solution to play into his delusion of no one growing old/dying, in order to stop such a mental breakdown from reoccurring.
