Iirc, the statues are surrounded by fog. So it’s quite likely the top of the hill/fog area is, in itself, a separate “pocket dimension” area that expands to be whatever size is needed depending on who is viewing it. So a dimension inside the dimension that is the Garden of Sanctuary.
