I think the key word is [Guardsman]. Klb is the fourth when evaluated purely as a Guard, but the best with a sword. I would guess Jeiss, Beilmark, and (of course) Zevara as being the three above him based purely on Guard-type work, rather than overall as a combatant.

Erin had such a chaotic first few months in Liscor that her inn being normal by comparison is seen as boring. Very funny.

He was also the fourth-best [Guardsman] in the city when it came to combat prowess.

There are three guardsmen stronger than Klbkch? Probably Relc, maybe Zevara, who could the third be?
