Erin’s inn must attract a certain brand of thrillseeker, the type that gambles on the random chance of fun outweighing the random chance of danger.

Ceria was already kicked out of Wistram.

Multiple people know about Toren and what all he did, though they believe him to be dead after his mana supply from Erin was cut off. She could still get in trouble, but I doubt anyone in the know would bring him up.

Unless Az’Karesh tells people about himself, there would be no reason for Pisces to get in trouble in regards to him. Most everyone believes Az’Karesh to be dead. Pisces isn’t the only necromancer alive, and there would be zero reason to suspect contact between the two.

A significant portion of that is from them actually seeing he isn’t an “evil” necromancer, though, as well as seeing the Wistram team being way in the wrong, and Wistram itself throwing its weight around and pissing everyone off. Initially he was only let into the city by agreeing not to use any necromancy at all within the city. He was tolerated at pretty much the most limited level possible. Even after being “accepted” as an adventurer, they placed rather massive limits on him (no using corpses of basically any humanoid, no keeping undead animated constantly, etc.) which has created problems multiple times.

Even for this current problem, Zevara and co. aren’t really mad at Pisces himself being attacked, but rather Selys, the adventurers in general, and the “citizens of Liscor” in general. As well as being just pissed off at Wistram for flaunting local laws. I’d have to go back and check to be sure, but I don’t remember if it was actually ever mentioned whether attacking Pisces, himself, was considered a crime, beyond the methods they used – in other words, it was only because he was in the city and they cast spells there, without informing the watch. He isn’t technically a citizen of the city, and if he weren’t an adventurer, they probably would almost overlook it if he was the only one attacked.

Beyond that, it is an objective fact that the world as a whole basically does reject necromancers out of hand. They aren’t allowed to practice their magic, or are fair game to be arrested or even killed on sight, simply for having the class, regardless of any actual wrongdoing. Due to that, much of what they are hated for becomes self-fulfilling, because they have no other means besides illegal ones to pursue their class. The entire class is basically singled out, even over other objectively awful classes like Slaver.

It wasn’t Wistram that created him, most likely, but rather that king or lord person we saw during his ballroom dance illusion scene a few chapters back. Bea seems to have been modeled after a particular Lady from that scene, as well (if she isn’t that Lady’s corpse entirely). Pretty easy to imagine some noble getting jealous and using him being a necromancer to poison the well, so to speak, especially since Az’Karesh was a commoner originally. Turn everyone against him over time, then pull out the finishing move to condemn Perril Chandler, after which he comes back as a lich or whatever.
