Considering there was at least some thought given to Belavierr being around when String People were created, she’s probably way, way older than Az’Karesh. Thousands of years, at least. I could easily see her being above level 80, especially with the focus she seems to have on being a witch. Even if it took her a few hundred years to gain a level, she should definitely be way up there.

She likely used the phone over magic because she was just in a traumatic situation, and even after being in Innworld for months, using a phone for that kind of thing is almost instinctual in people on Earth.

People do it all the time, too. Need the time? Pull out your phone. See something interesting? Phone out to take a picture. See something going on that you should probably call the police for? Pull out your phone! And then don’t call the cops, but take a video, instead.

Plus, it’s not like she actively practices magic, other than her wind calling. That’s one of the big reasons armies put soldiers through drill practice, so that they can actually respond properly in crazy, traumatic situations like this.
