I don’t feel a lot of the comments here are being reasonable in the slightest. “So he’s inferior to Rags?”. Yeah, so? Rags is capable and dangerous, is that supposed to be an insult? No, better question, why are we supposed to compare hundreds of gobs entirely focused on shooting as fast as possible most of the time in an army-like configuration to an adventurer group? Does the circumstances in which these groups fight just magically cross over each other?

Same with the Gravetender’s Fist. How in the actual bloody hell are you comparing a company that would far more often than not engage another company according to certain accords of war to adventurers? A company gets caught by a surprise attack and take casualties, they try to accommodate their formation and change their tactics to stem the losses. An adventuring party gets ambushed and takes losses, they’ve already lost a significant portion of their fighting capacity, if not someone that fit a specific role on their tactics. A group of hundreds can take losses, and beyond anyone high level enough that they have a great influence over the whole group, just recoup. An adventurer team is a limited number of specialized combatants (this is gonna be much more the case the higher level they are) where regardless of how similar 2 people with the same role may be, you can’t just swap them and expect the same result.

“Why can’t he just imitate these dudes?”. Because that’s dumb. Does Daly team at the United Nations fight like the company despite being the one that ended up peddling the crossbows to them? No, and if you can’t realize why… I don’t know man, something irks me about having a chapter where a bunch of people act like actual idiots and the course of action in reaction to that is judging while behaving little better.

At lower levels it probably isn’t as pronounced, but at higher levels, since each level takes longer to earn, that is quite likely years of experience difference for those 5-6 levels.

In Amerys’ case, you also gotta figure that she’s been through like a decade of probably fairly constant warfare as one of Flos’ Seven. The sheer combat experience that would provide would be head and shoulders above anything 99% of other mages would be likely to see. Illephres would probably only survive as long as she would because she was heavily defensive focused.

While he does say that he’s probably screwed if something takes more than six shot to kill, that doesn’t mean he can’t just use a single crossbow normally for the remainder of a fight. It also doesn’t mean he has to use all 6 preloaded shots immediately.

I’d call it somewhere in between a primary and secondary tactic, really. It’s a nice, effective trick to use if he doesn’t have the time for manual reloads, so it’s got good burst potential. But outside of emergency situations, it can simply act as an effective backup, while he uses a single crossbow as a normal primary weapon.
