I’d say the real problem is that Reiss is incredibly naive in regards to his dream.

Rags is 100% correct in her analysis that goblins would never be able to keep Liscor. Even with Az’Karesh’s help. They might take it initially, sure. But Az’Karesh isnt going to spend the effort to let them hold it indefinitely.

They might be able to cut the human army in half, and kill quite a lot of them, especially is Az’Karesh raises a huge number of undead. But they won’t be able to kill them all. And Tyrion probably wouldn’t be stupid enough to actually be part of the force that goes into the city to clean up the goblins – he’s a mounted lancer, not an urban fighter.

So probably a good portion of the humans will get away, including Tyrion. And then they’ll raise an even bigger army, because of course the humans can’t let the filthy goblins hold such an important city. So they’d come back in a few months with and army of even greater size.

And the drakes would halt all their forces on the way, probably send them to Pallass, and then send even more when they know Az’Karesh is the one they’re dealing with.

Then the remaining goblins wouldn’t just have a human army after then, but probably half a million humans and at least that many drakes, if not more. Oh, plus, the Antinium could very well be pissed off too, and decide to send a few million fighters of their own.

Reiss unfortunately just doesn’t have the right concept of how many people he’d be facing afterwards, if he successfully took Liscor. Founding a goblin city is a fine dream, but he needs to create one in someplace that isn’t already claimed. Izril should have plenty of open space the goblins could go to.

Technical question: I don’t recall reading specifics about whether it was 15 levels in one skill or 15 levels in all skills combined.
So if someone was ranked level 10 in six different skills, would one [deathbolt] from Reiss kill them?
Rags’ has sufficient levels in a single skill to survive one [deathbolt] from Reiss, but probably not two – and probably not a single [deathbolt] from Az’.
However, if it’s referring to all skills combined, Rags should have enough levels to survive at least three [deathbolts] from Reiss or a single one from Az’. She may be totally incapacitated, but …
… Anyway, just a thought.
