The inner city would have essentially no food production capability, almost certainly not enough to feed an entire goblin nation. You might be able to grow things like fungus and lichen, but that’s almost certainly not going to be enough. The monsters in the dungeon also likely wouldn’t be enough to sustain that many goblins long term. They’d also have extremely limited, dangerous exit routes, which means they could be trapped and sieged in there very easily.

Liscor might be more open minded than most, but they are still pretty firmly anti-goblin. They aren’t going to want to ally with a goblin nation living right underneath them. More than likely they’d consider it an even greater threat than the dungeon currently is, and all the other walled cities would send armies over to just seal the entire dungeon off. Sealing up 8 entrances to the city wouldn’t even be that difficult, at least for long enough to starve the goblins out completely.

Even if they started bringing artifacts and such out of the dungeon, most people aren’t willing to work with goblins. Doing so openly would probably get merchants blacklisted by everyone else. There would almost assuredly be none “lobbying” to keep the goblins there.

The fire was dying behind Reiss. But at his words, the embers glowed one last time. A plume of smoke shot into the air. And a city formed there. A city as real as mist, as far from reach as the stars. But a city nonetheless. It hung in the air, tall houses hidden behind walls. And little Goblins stood in the streets, walked along the walls. The assembled Goblins looked up and saw Reiss dream for one glorious second, written in the sky in smoke and dying sparks.

This paragraph in particular I enjoyed.

The {Redfang’s} Chieftain was no conversationalist and though he kept sitting forwards, he missed his chance to jump in time and time again.

“His gaze, when it met {Tremborag’s} was dark.”
A {few} like Noears, were frowning.
Missing commas, I think.

“The one who hated Drakes, Gnolls, {Human}, hated everything.”

The {Redfang’s} Chieftain glared, but didn’t deny Reiss’ claim.
