It’s not a plot hole. They do know the Antinium are in the city. However, prior to recent events, Antinium soldiers are not supposed to be above ground except in an emergency, such as in immediate defense of the city. They’ve really only been active topside for the last few months – and we know Zevara hasn’t been reporting everything to the army with perfect accuracy (likely to avoid a lot of the nuisance we’ve already seen from the army being there all of a day).

The army detachment saw no evidence of goblins attacking (what they had initially been called back for) or having attacked at all (on the assumption the inn would have been destroyed if so). They may see some moth corpses in the water, but they were almost certainly not participants in the scrying view of the battle that occurred, so they have no idea the city was nearly destroyed just a couple days ago.

So, to them, they see Antinium soldiers on the walls, with presumably no normal guardsmen up there at all. With no other knowledge of what just happened in the city, it would seem like the Antinium had taken the city.
