This. We live in a Delta in the southern US. The river floods good soil over all the fields in the spring, but our highways aren’t blocked. A few small road bridges have to be repaired, but rarely does it inhibit daily life. It’s 100% classified as a floodplain, even the bits that don’t hold water. Some fields have to be planned so they have at least one high spot so you don’t forget to move your cows in time.
A friend lives in the Bayou an hour away, and he has to drive a boat over his cornfield to get to his truck a few miles away. Dry enough to farm one month and then completely submerged the next. The grocery/convenience store is on pontoons.
But Liscor doesn’t have the technology to build a dam and then pave a road over it, yet. I could totally see a modern woman catching a shock if she weren’t a farmer or whatever type of outdoorsman. I’ve seen lots of houses washed away when engineering failed.

Readers have seen it in the writing multiple times, yes. But generally speaking, it’s likely not something that would be used very often. And even if it was, it’s easily possibly to just gloss over the word “floodplains.” She also doesn’t know the terrain of the whole area accurately, I would guess.

Along with that, here on earth we don’t often get large regions flooding quite as drastically as Liscor appears to. Most peoples experience with flooding is rare, and tends to be only a couple feet of water, and usually doesn’t last that long.

Even if Erin had heard of and understood the floodplains would actually flood, it’s entirely probable to think they might just get a few feet of water between the various hills in the area on occasion. Your first thought usually wouldn’t go towards “the entire area effectively turns into a large lake with islands, for months.”
