She hasn’t even the remotest amount of influence compared to magnolia. She has about what is typical for a decently connected innkeeper. The magic door allows her minuscule influence over two cities and being present in liscor gives her some amount of influence because she makes waves. But magnolia literally called up levies from hundreds of cities not a dozen chapters ago.

They were probably using the same justification as they used to try and confiscate the door: by being connected to Pallass, the inn is effective a “part” of Pallass itself, and thus subject to all of its normal laws.

It is likely something that would be overturned if there are any [Lawyers] in Innworld (possibly the only class hated more than Necromancers?!), but even on Earth, lots of places overstep their actual authority like this to get away with everything they can. It’s one of the many ways poorer people tend to get screwed over by the legal system, as civil cases don’t get you a government-provided lawyer, so if you can’t afford one, these kinds of charges just inflate penalties that rich people don’t have to pay.

Hawks was just following Ilvris’ orders. He probably just assumed Ilvris had the authority to put the door there. I dont blame him for deferring to a Wall Lord. Ilvris knew that there would be problems with the door being in Pallas, and should’ve told Hawks to put the door just past the Blood Fields or something
