The magical learning portion for the book doesn’t need you to be able to “read” it, it transmits its information directly to your brain. Whether or not you can actually understand that information and utilize it is a different matter.

The other half of the book is just a description or the spell, and/or what the uses of.it are. That is the part that is written in another language. You don’t specifically need to be able to read that portion to learn the spell. It would likely be beneficial if you could, because knowing how something is used can be very useful for understanding that thing, but it isn’t required.
