Flos never stated anything about a “max level,” and that’s where Ryoka’s information differs from everyone else in Innworld.

Yes, many rulers probably know that having extraneous classes will make you weaker overall. They might even correlate that correctly to there being a cumulative effect of the levels of all classes combined. That really wouldn’t be a hard thing to discover, since rulers would often have decently high levels (simply from the pressure of having to constantly act as their royal class, assuming they weren’t just godawful at it), but more importantly, even the weakest of rulers would be able to interact with plenty of gold ranks, named ranks, and other high level people.

However, the concept of a “max level” generally wouldn’t occur to most people. Sure, they might realize that getting higher than X level would be nearly impossible, if for no other reason than lifespan – which, incidentally, is probably where the “knowledge” that age slows leveling comes from, since that would be a very easy control method by rulers. But figuring out that it becomes increasingly difficult to level up as your level gets higher would typically not indicate some arbitrary “maximum” that you could reach.

So him telling the twins that a single class is stronger in the long run is probably indeed a secret to the general populace, but it’s nothing major to most rulers or high nobility.

As for guns, I mentioned this in a comment a while back, but a big portion of why none of the rulers that we’ve seen learn of them (Magnolia, and now Flos) are that worried is for three main reasons. One, is that it isn’t hard for them to imagine a significantly better industrial base would be required to make them, especially at scale.

The second, is that the Earthers likely aren’t giving them good enough comparisons for them to properly imagine what guns are truly like. Saying a gun is like a faster, stronger, more accurate crossbow doesn’t do it justice. You’d need someone that has actually seen a bunch of skills used, to give a good description of what they would be like. Something along the lines of, “Okay, imagine the strongest crossbow you can, and have that strength in something barely bigger than a wand, that automatically reloads 2 or 3 times per second, where each shot fired is like a [Pinpoint Shot], a [Penetrating Shot], and an [Invisible Shot] combined (without having to actually use any of those skills), and can be fired from a mile away. Now add all the normal skills an archer might typically get, once people using them start getting the proper classes.”

Third, I don’t think they really have a concept of what 8 billion humans is like. They have cities with hundreds of thousands of residents, sure. They probably even have a few will maybe a million or two. And some of the countries/kingdoms likely have multiple millions. But those are few and very far between. Even with Innworld being much bigger in size, I would guesstimate it only has a fair bit less than 1 billion total people, most of which is heavily divided and spread out.

The Goblin Kings army was described as having “millions” of goblins, with his Lords leading chunks of 100,000+. In other words, with 9 Lords, he probably had more than 1 million goblins, but no more than 2 or 3 million total. And that was considered huge, enough to nearly conquer an entire continent.

Earth has multiple countries that can field armies of multiple millions of soldiers. Even if our countries didn’t work together against the huge threat another entire world would be, just the sheer number of soldiers we could throw at them in separate armies would overwhelm them. We almost wouldn’t even need guns at all. Could literally throw enough people at them to die until everything came back as undead and slaughtered the world.
