Selys calls out the fact that the Skeleton was made by Piscies, then acts surprised after when he says he made it, and Piscies was acting like he still had authority over the Skeleton, and was confused why he didn’t.

It was not mentioned directly in the goblin/runner confrontation but it was alluded to. Recall Ryoka feeling for her stuff and assuming what she felt on her belt was the potion. No surprise at all to discover that Rags has the magic speed potion. Goblins are consummate thieves.

Because he knew that the adventurers staying at the inn were not a danger to Erin, the inn, or Erin’s guests and were unlikely to be trashing the place. The concern, however, should have been that the inn was being attacked by some type of monster or some unhappy group of whomever is ticked off today.
